This Open Data Engineer will report to the Open Data Manager and will work within the Strategy Regulation and Support Services, Information Systems directorate based in our London office. You will be a permanent employee.
You will attract a salary of £55,000.00 and a bonus of 7.5%. This role can also offer blended working after probationary period (6 months) - 3 days in the office and 2 remote

Job Purpose
You will be a technical specialist requiring experience of data sharing and detailed knowledge of the Energy sector, taking ownership for working with external partners and coordinating teams internally to deliver multiple open data sourced from our different data domains. You will create sustainable scalable open data pipelines, with knowledge of multiple coding languages such as Python and SQL to deliver quality outputs.
Influencing of company partners and senior leads will be critical to the success of the role. Responsibilities will include governing broader UK Power Networks data transfers and sharing. The goal is to exceed the baseline expectations set by Ofgem, maximise UK Power Networks incentive revenue (DSO and Collaborative Streetworks), and maintain UK Power Networks position as a leader in the Open Data arena. You will address regulatory requirements, and it is not possible to achieve our goals to share data without this important role.
You will be passionate about data and able to collaborate all levels of the organisation to help: publication of open data; develop efficient open data services; and govern data transfers.
Principal Accountabilities
- Lead the publication of open data, engaging a diverse range of external partners (e.g. local authorities, users of the portal, energy innovators) and influencing senior leaders internally to allow the sharing of quality data
- Engineering of open data pipelines to ensure sustainable scalable open datasets that are automated as much as possible and performant
- Engage and influence UK Power Networks' diverse data community, such as data scientists, analytical teams and subject matter experts, and varying degrees of seniority, to co-develop industry leading data services and technical solutions to satisfy complex insight requirements.
- You will manage the continuous development of the Open Data Portal using technical skills, such as high-quality Python and SQL coding, and new technologies
- You will be responsible for data provision resilience, to design, build and maintain data models and Extract Transform Load (ETL) pipelines from multiple Enterprise Databases into the Open Data Portal, which satisfy said complex insight requirements.
- You will work with UK Power Networks' data community to ensure that all data publications are understood, assessed, triaged, onboarded and licenced appropriately.
- Apply data engineering and electrical engineering/power systems judgement to the onboarding and maintenance of data on the Open Data Portal.
- Secure the Open Data Portal and the data making sure users access only data and services necessary to them.
- Log and document external data sharing, to identify and manage risks associated with data sharing.
- You will utilise Open Data concepts to make information outputs consumable to all partners. This will include managing APIs as required.
- Co-design communication content with the Communications team to ensure that stakeholders are notified of all relevant Open Data Portal activity.
- Promote the Open Data Portal as a single location for data requests, and subsequent data publication.
- Manage and conclude incoming data requests in accordance with agreed Service Level Agreement.
- You will represent UK Power Networks’ Open Data team in internal and external engagements, including working groups, supporting workshop sessions and conferences.
- You will be a subject matter expert on Open Data and Data Sharing, providing advice and feedback.

Qualifications & Experience
- Bachelor's degree in electrical engineering or a related study (or equivalent project-related experience) is necessary.
- Also, qualifications and experience related to data management and information systems are desirable.
- Experience in IT and / or data management, with skills in data and information system design.
- Experience of SQL, HTML, R, Python, and Azure Databricks is necessary .
- Experience creating pipelines in Azure is necessary .
- Experience in front end website development – primary languages HTML/CSS.
- Experience utilising visualisation/descriptive analytics tools such as PowerBI.
- Experience working across multiple data domains at an enterprise level.
- Experience working with Metadata (i.e. Dublin Core).
- Proficiency working with structured, semi-structured, and unstructured data sets including real time streaming data feeds.
- Knowledge of open data and associated services.
- Knowledge of the energy sector, specifically the electricity industry.
