Main duties of the job
Leading the Population Health Function, the Director of Population Health will be a key leader in NHS GM and the GM Combined Authority, shaping and delivering Greater Manchester's vision to be a place where everyone can live a good life, grow up, and age in a fairer, greener, and more prosperous city-region.
This pivotal role will provide visionary leadership to improve the health and wellbeing of GM's 2.8 million residents, focusing on reducing health inequalities and driving better health outcomes. The Director will embed a whole-system approach to population health, leveraging data, intelligence, and evidence to shift the system towards prevention and tackling health inequalities.
Key Responsibilities Will Include
- Leading innovative, system-wide solutions to improve health outcomes.
- Collaborating with NHS GM, GMCA, local authorities, NHSE, Academic and other stakeholders.
- Driving the successful integration of population health priorities across the system.
- Influencing policy at regional and national levels.
- Ensuring the continued success of GM's population health agenda and embedding a culture of creativity and continuous improvement.
- Working closely with ten locality Directors of Public Health (DPHs) to ensure the delivery of local and system-wide population health ambitions.

Ensure the population health and prevention strategy (including Live Well and Fairer Health For All) is fit for purpose, owned by the wider executive leadership team and successfully implemented.
Support and facilitate the delivery of the GMS and ICB/ ICP strategy by working closely with senior leaders to build consensus on our approach and to coordinate the delivery of the system transformation programmes.
Ensure the management and direction of local policies and strategies in relation to health improvement and reduction of inequalities.

Create positive and respected leadership relationships that commit to delivering wide scale system change ensuring the ICB acts as an enabler to improve the population health of the ICS.
As a system leader and role model provide leadership across organisational and professional boundaries to facilitate transformational change for the ICS population.
Ensure that the ICB works in partnership with the provider collaboratives to set out an agreed and clear roadmap for integration and improvement in order to make real transformational differences for the population.
Be responsible, alongside the Chief People Officer, for developing the necessary workforce required to deliver the ICS strategy, including the development of an ICS approach to innovation and transformation that influences how the ICB develops and supports its workforce.
Promote and facilitate collective responsibility for removing organisational barriers to accessing health and care services and wider public services.

- Significant experience of Public Health practice and leadership at a senior Director level in a complex organisation.
- Significant board level leadership experience and/ system leadership experience with a demonstrable track record of success in a large and regulated environment.

- Knowledge of public health legislation, including the public sector duty and inequality duty, and their application to public health practice.
