Overview
Role: Monitoring Officer – Decarbonisation Programmes
Location: London, Harwell, Shoreham-by-sea, Bristol, Manchester & Glasgow - Hybrid
Role ID: 2025-2730
Our vision is to create a safe and sustainable world.
We are a global strategic, environmental and engineering consulting company dedicated to helping our clients address complex challenges and move towards a sustainable future.
Ricardo has a long-standing corporate history of running government programmes aimed at supporting environmental initiatives. We manage numerous multi-year grant, innovation, business support and environmental evidence collation programmes, all with a focus on environmental or low-carbon themes. Our expertise as programme designers, managers and technology specialists allows us to lead in these areas.
We believe that the Net Zero agenda will drive governments worldwide to seek experienced partners for designing and implementing future programmes that stimulate the economy and meet climate change targets over the next decade and beyond. We are already delivering several UK Government programmes associated with Net Zero and are looking to expand our team with experienced staff who possess monitoring officer skills to support delivery.
The Role
As a Monitoring Officer, you will play a vital role in ensuring that funded projects proceed in accordance with the Terms and Conditions of their funding agreement and that payments are made only when supported by satisfactory project progress. Your role will also include assessing broader performance, identifying areas of under-performance and addressing any issues related to scope, time, cost, risk management and project planning. The Monitoring Officer is integral to the issues escalation process and making recommendations that are submitted to the funder.
A basic technical knowledge of low carbon technology, energy efficiency or sustainability is beneficial but not essential, as Monitoring Officers are not expected to act as technical advisors. While you may discuss specific project issues, you will not be advising or directing the project on specific approaches.
This role is ideal for junior consultants or project managers in the low-carbon sector who wish to gain valuable experience in new technologies and sectors.
We’re looking for someone with the following skills and behaviours
- Experience in consultancy or project management, ideally with a background in decarbonisation or retrofit-related projects.
- Excellent communication skills with the ability to build relationships with grant recipients and, if necessary, directly engage with customers.
- Strong organisational and planning skills, with the ability to demonstrate these through the interview process.
- Professionalism and confidence in attending project meetings and site visits, independently or alongside the client.
- High attention to detail, ensuring adherence to policies and procedures and thorough review of deliverables and spend reports.
- A proven ability to meet deadlines and respond promptly to calls for action.
