Job Description
The Carbon Capture Usage and Storage (CCUS) analysis team is a new analytical team bringing together sector analysts to support policy and delivery of Government's CCUS programme. The team covers Cluster Sequencing, CO2 Transport & Storage, Power, Industrial, and Hydrogen CCUS.
A fantastic opportunity has arisen on an area that spans three of the biggest and most high-profile challenges facing the UK – delivering Clean Power 2030, achieving our 2050 climate change ambitions to reduce emissions to net zero, and building our economy back greener.
The energy system lies at the heart of efforts to reach net zero whilst enabling clean growth. Creating a secure, low carbon and affordable energy system as we electrify heat and transport is challenging, and analytically fascinating.
We are a friendly, multi-disciplinary analytical team, with an inclusive and encouraging culture, where every member is empowered to take ownership of their area whilst continually developing their skills.
Person specification
You will lead analysis in two broad areas:
- Dispatchable Power Agreement: analysis to inform the deployment of the Dispatchable Power Agreement – the contract between government and developers enabling deployment of the first CCUS projects in the power sector.
- Power CCUS Future Policy Framework: to design the future policy framework through which power CCUS projects will be allocated government support. The future allocation framework will be a key policy enabling the CCUS deployment in the power sector at the scale needed to meet the UK’s Carbon Budgets and Net Zero emissions by 2050.
There may be scope to work on other areas of power CCUS depending on business needs.
Key responsibilities include:
- Leading analysis to support negotiations between government and power CCUS projects;
- Leading on the use and development of team’s financial model;
- Communicating findings, risks, and uncertainties of analysis to policy, analysts, and seniors to inform decision-making;
- Collaborating with policy colleagues to develop policy options;
- Modelling future deployment of power CCUS and resulting power sector system impacts;
You will be encouraged to showcase a diverse mix of analytical techniques and will have opportunities to showcase your work to senior analysts and policy colleagues.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
