Role Overview
The
Senior Manager - Cost Planning for
THE LINE Proponent will beresponsible for managing all cost planning activities for property development projects, ensuring that budgets are created and adhered to achieve optimal financial outcomes. This role requires providing cost planning advice and expertise to support THE LINE Development team from the conceptual stage through design, construction, and closeout of the assigned project(s).
The Senior Manager will manage all aspects of cost planning and control within property development projects; whereby, expertise and attention to detail are vital in facilitating successful and financially sound outcomes. Also to be responsible for maintaining a close liaison with THE LINE Construction Commercial team, fostering a collaborative relationship, and maintaining communication cadence to ensure that cost control remains a priority.
Requirements Summary
- Minimum of 10 years of experience in Cost Planning and Risk Management.
- Minimum of 10 years of experience in cost estimating software including but not limited to Cost X.
- Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
- High attention to detail including accuracy of cost estimates.
- Ability to build and sustain strong relationships with internal (NEOM Leadership, Sector Heads/Executive Directors, NEOM teams) and external stakeholders (Government Departments, Service Partners, Consultants).
- Uphold ethical standards in all stakeholder interactions and communications.

Senior Manager - Cost Planning’s responsibilities will include, but not be limited to:
Cost Planning
- Work closely with THE LINE Development team to develop accurate cost estimates for each phase of the project and maintain communication cadence with THE LINE Construction Commercial team to ensure cost control remains a priority.
- Responsible for conducting analysis of project design and construction requirements, as well as accounting for any potential risks or contingencies.
- Responsible for collaborating with architects, engineers, and other professionals to obtain accurate cost information and ensure that all design concepts are aligned with project budgetary constraints.
- Responsible for playing a key role in setting realistic and achievable financial goals for each project.
- Responsible for analyzing market trends, considering the economic feasibility of various construction methods, and making recommendations to executive management on cost-saving measures.
- Responsible for playing a crucial part in the financial decision-making processes, ensuring projects are financially viable and profitable.
- Monitors project costs throughout the development process, ensuring that any changes or deviations from the original plan are accounted for and appropriately managed.
- Managing the preparation and submission of estimates and details of costs for in-house analysis.
- Collaborating with other sectors to evaluate risks, estimate timelines, and ensure projects stay within budget constraints set by THE LINE Development department.
- Managing and monitoring the risk levels associated with a project.
- Managing research to obtain data on benchmarking for various regions.
- Managing the monitoring of costs at the various stages of a project to ensure it stays within the budget.
- Manage any participation in the technical and commercial evaluation of tenders to select the best overall offer for NEOM.
- Required to focus on development cost planning rather than more traditional construction cost planning.
Change Management
- Implement best practices for change management across NEOM projects.
- Communicate complex change analysis concepts and findings clearly and effectively.
- Collaborate with internal and external stakeholders to gather necessary data for analysis of change.
- Ability to identify potential risks associated with the change and develop strategies to mitigate them.
- Proactive approach to implementing and managing changes to ensure the project cost stays within budget.

Experience & Qualifications
Knowledge, Skills, and Experience
- Minimum of 10 years of relevant full-time work experience.
- Experience of working in a fast-paced development team is advantageous.
- Strong knowledge of the construction process, including construction estimating, design parameters and applicable codes and regulations, as applied to engineering/building projects.
- The ability to work under pressure to meet set goals, budgets, and deadlines and to work to individual objectives, in addition to being a strong team player.
- Strong analytical, lateral, and critical thinking skills with an attention to detail.
- Skilled in creating educated guesses rather than reacting to whatever comes through from stakeholders.
- Willing and able to be a "doer" and "influencer".
- Excellent time management organization and focus on ability to prioritize and multi-task, with the ability to focus on detail.
- Excellent communication skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely.
- Strong character traits to be able to convey opinions to development management team and other stakeholders.
- Proficiency in MS Office applications and estimating software.
Qualifications
- Bachelor’s degree in Quantity Surveying, Engineering, building related, or closely related.
- Preferably Chartered (RICS, CICES, CIOB).
