In this exciting, high-profile Estates and Security leadership role, as part of Integrated Corporate Services, you will provide technical and people leadership over c.50FTE and 25 properties across DESNZ & DSIT and potentially further government departments through a time of estate transformation.
There are multiple exciting strands to this role – leadership of DSIT & DESNZ multi-year security strategy and security operations, completing the high-profile office move to the Whitehall Campus; oversight of a high profile £180m construction project; developing and implementing multi-year Estates and Sustainability strategies for DSIT and DESNZ drawing on ICS services and ensuring the departments are effective Intelligent Clients in their liaison with the building managers/FM providers, the Government Property Agency (GPA).
Working with a Senior Security Advisor (Deputy Director), and an Estates and Sustainability (Deputy Director), this is a brilliant opportunity to lead significant property programmes with high levels of ministerial interest. Job Description
A key member of the ICS Senior Leadership Team, you will support the development and growth of the Operations Directorate aligned to the overall ICS Strategy and departmental priorities and objectives.
Drive year on year improvements in functional performance to achieve high quality user experience and manage operational risk. You will also help drive the integration of estates and security with other ICS services to continue to build the value add and positive experience of colleagues drawing on ICS services.
Provide effective and visible leadership to the ICS Group, ensuring employees express certainty in the future of ICS and recognise the values and strategy of ICS as it develops its own entity.
Develop and implement a multi-year estates strategy for the departments, covering London HQs and the c.25 growing regional offices, working to provide a safe, secure, sustainable and value for money estate.
Manage the relationship as an Intelligent Client with Government Property Agency, and other relevant third-party suppliers, overseeing their FM and security operations across the DSIT/DESNZ estates.
Oversee the construction of a Government funded £180m BREEAM Excellent office building for ECMWF https://www.ecmwf.int/en/about
Provide oversight and leadership across the Government Science Estate, largely owned by DSIT and other and other government department partner organisations.
With the support of a Senior Security Adviser (SSA), oversee DSIT & DESNZ multi-year security strategy and security operations, including physical, personnel, cuber and business continuity as well as the provision of secure internal facilities.
Oversee adherence to national security standards, respond proactively to merging threats an maintain resilience against security incidents.
Oversee assurance for estates and security functions at DESNZ and DSIT Partner Organisations, including alignment of strategies to central government policies.
As a senior property leader, you will also be an active participant across the function, engaging with promoting the Government Property community, showcasing the work of your teams, and supporting the development of the wider Government Property Function.
Person specification
Skills And Experience (Essential)
- Proven record in a Property Leadership role, with experience of developing high value and/or complex estates strategies and overseeing the implementation of multiple projects and programmes at scale.
- An understanding of the development and implementation of security strategies with knowledge of physical and cybersecurity practice and experience of addressing complex challenges
- Ability to build effective, collaborative senior stakeholder relationships across multiple functional areas, for example HR and Finance
- Evidence of being an engaging leader with a clear strategic mind-set and vision, and with effective negotiation skills and ability to interact at the most senior level (e.g. Permanent Secretary, CEO)
- Proven expertise in inclusive leadership enabling the development of high-performing inclusive teams to deliver outstanding outcomes.
- Demonstrable commercial acumen to maximise value for money in estate operations and align expenditure with Departmental financial objectives.
- Full membership of an appropriate Property membership body (e.g. MRICS, MIWFM, MCIOB or others).
