Job Description
The Central Energy and Emission Modelling (CEEM) sits at the heart of the Government’s efforts to decarbonised power sector by 2030 and achieve Net Zero across the whole economy by 2050. We use a range of cutting-edge energy system models to provide both detailed analysis on specific policies and well as strategic analysis detailing the various routes to decarbonisation – showing how the economy can decarbonise while keeping costs low for customers and bill payers, and ensuring the UK has a secure energy supply.
CEEM is a friendly team of over 40 analysts that engages extensively with teams across the department and externally. It is a hub of expertise and good practice, ensuring that the Department leads the way in energy modelling.
The available roles are spread across the for branches within CEEM:
- Whole Systems Modelling – this branch is responsible for detailing how the UK economy will decarbonise by 2050, showing how far existing policies will get us and showing what additional changes might be needed to fully decarbonise.
- Electricity Modelling – this branch is responsible for implementing our new power sector model and carry out analysis to show how the power sector might decarbonise while also meeting rising demand as other sectors decarbonise.
- Building Modelling – this branch is responsible for showing the ways in which we might decarbonise the buildings sector, which currently contributes over a third of UK carbon emissions, with modelling feeding into key instruments used across the country (such as Energy Performance Certificates and Build Regulations).
- Heat and Industry Modelling – the branch is responsible for analysing options for decarbonising UK industry by 2050, to determine the least cost decarbonisation pathway subject to assumptions and constraints about technology characteristics and availability.

Key Responsibilities
As a senior analyst within CEEM you will be expected to develop a strong working knowledge of our energy models, take ownership of you work area, and contribute to the development of our modelling capabilities.
You will need to use a range of analytical and people skills to effectively engage with colleagues and stakeholders to both ensure that you can deliver insightful analysis to support both strategic decision making and value for money assessments of key policies.
Skills And Experience
You should have the:
- Ability to work flexibility on both short-term analytical asks (day or weeks) and long-term complex projects (up to 6 months).
- Ability to plan, prioritise and lead analytical projects.
- Ability to break down complex problems into discrete components, identifying risks and defining solutions.
- Good interpersonal and engagement skills.
- Good written and oral communication skills with the ability to explain complex issues to non-experts.
It would be beneficial if you have:
- Experience of or curiosity about the energy sector and understanding the challenges it faces.
- A desire to help the UK meet the ambitious greenhouse gas reduction targets set out by the government while ensuring that system costs are kept as low as possible.
- Experience of simulation modelling approaches and a knowledge of their strengths and weaknesses.
Applicants must be a member of (or eligible to join) one of the following analytical professions: GORS, GSG or GES and be able to demonstrate all core analytical skills for the relevant profession.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
