Job Description
Support the Government’s legally binding target to achieve net zero greenhouse gas emissions from across the UK economy by 2050.
This role sits within the energy-related products team in the Clean Heat Directorate. The energy-related products policy team is a dynamic and high-performing team, working on policies that deliver some of the greatest carbon emission and energy bill savings in the Department through ensuring the UK has ambitious product standards for energy efficiency and broader sustainability.
An energy-related product (ErP) can be any product or appliance which has an impact on energy consumption during use, either directly (e.g. fridges, lighting, boilers) or indirectly (e.g. a hot water tap, shower-head, radiator). ErPs are therefore responsible for a significant amount of the energy consumption and carbon emissions from buildings, and ensuring they work as efficiently as possible is critical to reaching our Net Zero targets.
The team are following a programme of work to amend ecodesign and labelling regulations, to push high-consuming products (such as heating appliances, light bulbs and cooking appliances) to use less energy and fewer resources and materials. This work makes a significant contribution to our carbon budget and net zero targets, the UK’s energy security and the Government’s response to the cost of living crisis.
This role sits in the standards side of the energy-related products team. The jobholder will contribute to our programme of work by supporting the development and implementation of amended eocdesign and energy labelling regulations for our priority product areas, which include electric heaters, cooking products, tumble driers and refrigerators. This will involve policy development, often on technical detail, consultation drafting, drafting and implementing regulations, stakeholder engagement and supporting the team through the parliamentary process. The jobholder will lead this process for one of our priority products.
This is an area of significant interest from Ministers. Given the profile of the team, the role offers consistent opportunities to develop core policy, analytical and communication skills. The team and wider Directorate actively support personal learning and development opportunities and we pride ourselves on an inclusive and supportive work environment.
Person specification
- Supporting policy design, testing and implementation of new energy efficiency and labelling requirements for energy-related products;
- Working closely with analysts, senior colleagues, other government departments and lawyers;
- Drafting and presenting briefing materials to senior colleagues and, where required, Ministers;
- Support work on a consultation, engaging stakeholders on policy proposals, drafting a government response and developing regulations which will be debated in parliament.
Skills And Experience
Essential:
- Experience of upskilling quickly and delivering at pace;
- Experience of leading a work area and working with a high degree of autonomy, whilst coordinating effectively with others;
- Excellent written and verbal communications skills, with the ability to break down and present complex information to non-experts;
- Good interpersonal skills and willingness to build strong collaboration with other teams and professions (legal, analysts, communications, and technical experts) and external stakeholders.
Desirable:
- Experience working in a climate change or energy related field, and knowledge of the energy system and policy landscape.
- Experience working with lawyers to deliver secondary legislation;
- Strong analytical skills, with the ability to deal with technical evidence, identify evidence gaps, and weigh up different priorities to develop policy options and make recommendations.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
