Job Title: HSE Manager

Location: Project Site (Neom)

Reports To: Project Director / Senior HSE Leadership

Job Summary:

The HSE Manager will lead the implementation and continuous improvement of health, safety, and environmental management systems for large-scale projects at Neom or Aramco. The role requires ensuring compliance with regulatory, corporate, and client-specific HSE standards to maintain a safe and sustainable work environment. This position involves close collaboration with project teams, contractors, and stakeholders to drive a safety-first culture.

Key Responsibilities:HSE Management and Compliance:

Develop, implement, and maintain project-specific HSE plans, policies, and procedures in alignment with Neom or Aramco standards.
Ensure compliance with Saudi Arabian regulations, international best practices (ISO 45001, ISO 14001), and client-specific HSE requirements.
Conduct regular risk assessments, hazard identification, and control measures to ensure safe execution of project activities.

Leadership and Training:

Provide leadership to the HSE team, ensuring all site personnel are aware of their HSE responsibilities.
Organize and deliver HSE training, inductions, and toolbox talks tailored to the project's needs.
Promote a culture of proactive safety awareness and environmental stewardship across the workforce.

Monitoring and Reporting:

Monitor HSE performance through audits, inspections, and reporting mechanisms.
Prepare and submit HSE performance reports to senior management, highlighting trends, achievements, and areas for improvement.
Investigate incidents and near misses, identifying root causes and ensuring corrective actions are implemented promptly.

Stakeholder Engagement:

Collaborate with contractors, subcontractors, and third parties to align HSE standards and expectations.
Liaise with government bodies, regulatory agencies, and client representatives to address HSE-related concerns.
Support sustainability initiatives in line with Neom’s or Aramco's environmental and social governance (ESG) goals.

Qualifications:

Education: Bachelor’s degree in engineering, Environmental Science, or a related field. A master’s degree is a plus.
Certifications:
NEBOSH International General Certificate or Diploma.
OSHA Certification (preferred).
ISO 45001/14001 Lead Auditor.
Neom or Aramco HSE approval.
Experience:
Minimum of 10+ years of HSE management experience in large-scale construction, infrastructure, or oil and gas projects.
Experience working with Neom, Aramco, or similar high-profile clients is highly desirable.
Skills:
Strong leadership and interpersonal skills.
Proficient in HSE management software and reporting tools.
Excellent communication skills, including the ability to engage diverse stakeholders.
